Garlic Infused Olive Oil: How to Make It, Buy It, and Store It Safely

Garlic infused olive oil is the most common flavoured oil in a domestic kitchen, and the only one that arrives with a genuine food-safety rule attached. The bottle you buy in a shop and the jar you make on a Sunday afternoon are not the same product. Commercial garlic olive oil is acidified, made with dried garlic, or simply flavoured, and it is regulated on exactly that basis. A jar of fresh cloves steeping on a warm worktop is a different thing entirely — and the two documented outbreaks that changed the rules for the whole category both involved chopped garlic in oil. The Short Answer
- Garlic infused olive oil — also searched as garlic olive oil — is olive oil carrying garlic flavour, made by steeping dried or acidified garlic in finished oil, by crushing cloves alongside the olives at the mill, or by stirring a garlic flavouring into a base oil.
- Shop-bought bottles are shelf-stable by design, not by luck. In the United States, garlic-in-oil held at ambient temperature falls under the FDA's acidified foods rules (21 CFR Part 114), which require a finished equilibrium pH of 4.6 or below.
- Home-made oil using fresh garlic is the genuine risk case. Oil excludes oxygen, garlic is low-acid and carries Clostridium botulinum spores in from the soil, and a warm room supplies the third condition the bacterium needs.
- Two outbreaks drove the regulation. An earlier episode caused 36 cases of type B botulism traced to commercial chopped garlic in soybean oil (St Louis and colleagues, Annals of Internal Medicine, 1988), and in February 1989 three people who ate garlic bread made with a garlic-in-oil product fell ill; the leftover product tested at pH 5.7 (Morse and colleagues, American Journal of Public Health, 1990).
- Home-made oil made with fresh garlic and no acidification is a refrigerator product with a short life, not a store-cupboard one. The tested limits are set out below.
- Acidifying garlic to a pH of 4.2 or below by the tested citric-acid method allows room-temperature storage. Vinegar and lemon juice are explicitly not substitutes — they have not been validated for the purpose.

How Shop-Bought Garlic Olive Oil Is Made — and Why It Keeps
The reason a bottle of garlic oil can sit on a shelf for a year while a home-made jar cannot is not that the manufacturer has a better recipe. It is that the manufacturer has removed one of the conditions C. botulinum needs, and has to demonstrate that they have done so. Four routes dominate the shelf, and the ingredients list tells you which one you are holding far more reliably than the front label does.

None of these is dishonest, but they are not interchangeable. A co-pressed or acidified oil tastes of garlic; a flavoured oil tastes of garlic flavouring, which is a louder and flatter thing. Why Fresh Garlic in Oil Is the Genuine Risk Case
Clostridium botulinum is an ordinary soil bacterium. It is not a contaminant that signals dirty cooking; it is simply present in the ground that garlic, herbs and mushrooms grow in, and it forms spores that survive normal cooking temperatures. Those spores are harmless while they stay dormant. They become dangerous only when four things line up at once, and a sealed jar of fresh garlic in oil on a warm worktop supplies all four.

The historical record is short but unambiguous, and both entries in it are garlic in oil rather than any other infusion. A 1985 outbreak traced to commercial chopped garlic in soybean oil, served at a restaurant in Vancouver, produced 36 cases of type B botulism and was reported by St Louis and colleagues in Annals of Internal Medicine in 1988; the product had been held at room temperature for months. Four years later, in February 1989, three people in the United States developed botulism after eating garlic bread made with a garlic-in-oil product that tested at pH 5.7 — well above the 4.6 threshold — as Morse and colleagues reported in the American Journal of Public Health in 1990. The Food and Drug Administration responded by requiring acidifying agents or microbial inhibitors in commercial garlic-in-oil products.
The UK position is guidance rather than a product-specific regulation. The Food Standards Agency lists foods preserved in oil among those associated with foodborne botulism and states that canning or bottling herbs or garlic in oil at home is risky, because the level of control needed to destroy or prevent the growth of the spores is difficult to achieve outside a controlled process. Its wider advice is to chill food below 5°C and to follow only recipes or guidance from reputable sources; it does not set a specific time limit for home-made infused oils. The Storage Rules for Home-Made Garlic Oil
Home-made garlic infused olive oil that has not been acidified must go straight into the refrigerator and be discarded four days after it is made, or frozen until you want it. That limit comes from University of Georgia Extension Circular 1334, published in December 2024, and it applies whether the garlic was fresh or dried, because home-dried garlic cannot be assumed dry enough.

Two points are worth stating plainly. Refrigeration is a real control rather than a hopeful one: the proteolytic strains most associated with this kind of product will not grow below roughly 10°C, which is why a fridge changes the picture and a cool cupboard does not. And the guidance is not entirely uniform — some extension services have historically allowed a longer window for oils made with commercially dried aromatics. The University of Georgia position is the more recent and the more conservative, and where advice differs on a question with this severity, the conservative reading is the sensible one.
The Tested Acidification Method, Step by Step
If you want a garlic oil that keeps at room temperature, the acid has to go into the garlic before the garlic goes into the oil. The method below was developed by researchers at the University of Idaho — Abo and colleagues, published in Food Protection Trends in 2014 — and is the one University of Georgia Extension reproduces. The ratios are the method; changing them changes the outcome.
- Sterilise your bottle or jar: wash it thoroughly, then boil it for ten minutes and let it dry.
- Mix one tablespoon of citric acid into two cups of water. Do not substitute vinegar or lemon juice — neither has been tested for this and both may leave you with an unsafe product.
- Coarsely chop peeled cloves into pieces of about a quarter of an inch or slightly smaller, until you have two-thirds of a cup. That gives a ratio of one part garlic to three parts solution.
- Submerge the garlic completely in the solution, weighting it down so nothing floats, and leave it at room temperature for 24 hours. Then drain it.
- Add one part acidified garlic to ten parts room-temperature oil, and let it infuse for anywhere between one and ten days, tasting with a clean utensil until it is where you want it.
- Strain the garlic out once the flavour is right, or it will keep intensifying. Store the oil in dark glass, away from heat and light.
The same paper covers basil, oregano and rosemary, at a ratio of one part herbs to ten parts solution. Anything outside that tested set — chilli, mushrooms, citrus peel — has not been validated by this method, and belongs in the refrigerator under the four-day rule instead.

How to Judge a Bottle of Garlic Infused Olive Oil
Buying removes the safety question and leaves a quality one. The trouble with garlic as a flavour is that it is loud enough to hide a great deal, which makes an infusion a convenient home for a base oil nobody would sell on its own merits. Six checks separate a good bottle from an expensive novelty:
- Read the ingredients before the front label. Flavouring or aroma means the garlic taste was added rather than infused.
- Check the grade of the base oil. If it says only olive oil rather than extra virgin olive oil, you are buying an infusion built on a refined base.
- Look for a harvest or pressing date. Garlic does not stop an oil ageing, and a bottle with no date is asking to be trusted blindly.
- Prefer dark glass or tin. Light degrades the oil and the garlic aromatics together.
- Buy a size you will finish. Infused oils are finishing oils; a large bottle is usually a slow bottle.
- Taste it on its own first. A good garlic oil tastes of garlic and of olive oil. A poor one tastes of neither, or of something sharply synthetic.
One genuinely useful property is worth knowing about, and it is a matter of chemistry rather than nutrition: fructans, the fermentable carbohydrates in garlic, are water-soluble and not fat-soluble, so they stay in the clove while the aroma compounds move into the oil. That is why Monash University, which developed the low-FODMAP system, lists garlic-infused oil among low-FODMAP ingredients while whole garlic is not. The Objections Worth Taking Seriously
The first and best objection is that people have been putting garlic in oil for a very long time without anyone coming to harm. That is true, and it deserves a real answer rather than a dismissal. The traditional practice, though, is not the modern one: historically garlic was salted, dried or preserved in vinegar, and oil-covered preparations were made in small quantities and eaten within days. The modern failure mode is specific and recent — a decorative bottle of whole cloves and rosemary, sealed, given as a gift and left somewhere warm for a month. That is the exact arrangement the guidance exists to prevent, and it is the arrangement both documented outbreaks resembled.
The second objection is that botulism is vanishingly rare, and the advice is therefore disproportionate. The rarity is real. The asymmetry is what makes the advice reasonable: the illness is severe, the toxin is undetectable by smell, taste or appearance, and the control costs nothing — a shelf in the fridge and a note of the date. There is no version of this where the cautious approach is expensive.
The third objection is aimed at the oil rather than the safety. Warming oil to 82°C, or holding aromatics in it for weeks, does not leave it untouched: olive oil polyphenols degrade with heat, light and time, and it is those compounds that give a fresh extra virgin its peppery catch at the back of the throat. A heated infusion is a flavour product rather than a polyphenol one. That is not an argument against making it; it is an argument for keeping a plain bottle alongside it.

Final Thoughts
Garlic infused olive oil is worth understanding rather than avoiding. Almost everything written about it falls into one of two camps: recipe posts that skip the safety question entirely, and safety pages so alarmed that they leave the impression garlic and oil should never meet. Neither is much use in a kitchen. The honest position sits between them: the risk is real, narrow and well characterised, and the controls are simple enough to describe in a sentence.
If you are buying, read the ingredients and judge the base oil, because an infusion cannot rescue a tired one — it can only cover it. If you are making it, decide which route you are on before you start. Dried or fresh garlic without acid means the fridge and four days.
